Shall the new wave of immigrants be granted immediate citizenship?

Argument for Yes:

Ever since the creation of the city, we've had a very clear policy: Everyone who comes here is a citizen unless they expressly state they don't want to be. That this is even a question is bizarre and, to some degree, disgusting.

Kara : Freedom, Civics

Counterargument for Yes:

While The City's past is admirable, this new wave of immigration is very suspicious. Unlike in the past, there is nothing obvious that is compelling people to come here, so we must be at the very least cautious. Not everyone is a good person.

Mills : Security, Peace

Argument for No:

There are simply too many new people coming in for us to give a wide approval for citizenship without vetting them first. It is dangerous to give so many people the rights of the citizenry so readily. All it takes is one person to bring the whole City to its knees.

Counterargument for No:

We rode out the entire Fall with this policy, and this wave of immigration, while substantial, is nothing compared to that. We must stay true to our virtues and values. Now is not the time to withdraw into ourselves out of fear.
