I have been planning a F2F D&D game (3.5) wherein the players will encounter MANY outsiders that represent the various moral/ethical extremes, buuut I seem to have run into a proverbial wall. I can not find an outsider group that is based off the Neutral Evil alignment when all others are represented.
Ex.
Lawful good- Archons
Chaotic evil- Demons
Chaotic Neutral- Slaads
True Neutral- the Elementals
Is this an oversight on my part or is there truly no group of outsiders devoted to ONLY evil?

Yugoloths (http://forgottenrealms.wikia.com/wiki/Yugoloth). I swear I used to have a better link for them but that's all I can find now.

Yeah, Yugoloths.
Although, they tend to be more "pragmatic evil" than anything else. Sort of merchants, sort of neutral parties in the blood wars.

What source book(s) are they from they don't seem to be in the regular MM?

I believe there're some in the Manual of the Planes and the Monster Manual III.
I think those are both 3.0 resources, but whatevs. You'd probably want to look into the MotP book anyway if you're running a game with a lot of outsiders/planar stuff.

adapting 3.0 to 3.5 is a pretty easy task but thank you all for the help!

Keep in mind that those books don't depict them as much more than mercenaries. Most of the truly interesting info is scattered through the 2e Planescape books. An easy substitute is to look at Pathfinder's Daemons (http://pathfinder.wikia.com/wiki/Daemon)--besides a couple of twists, they're pretty much same thing.

The Yugoloths will fill the role of NE outsiders quite well and the addition of them being Merc types even help incorporate them into the game. Basic plot in a shell: PCs find item that has the power to make the bearer (among other things) quasi-immortal {can not die but if they stay at neg hp too long they risk becoming undead} that has been sealed for a LOOOONG time. With it's unearthing comes attention from the planar forces such as the CN Slaads who want to study it in an effort to break the life-cycle "laws" and the LN Inevitables who seek to prevent this.

So then the Yugoloths and the Guardinals will each want to free it up, the Yugoloths hoping to control it and sell it to the highest bidder, the Guardinals wanting to have it benefit everyone (somehow)? I sort of like the dichotomy that the LN and CN ones would want to lock it down and NG and NE ones would both want to free it up, each having wildly conflicting reasons for their actions.
The PCs would try to play each group at one point or another, all the while trying to work their own goals into it.

I'm going to have the outsiders act through mortal agencies (cults and the like) before making a grand appearance. All of this will be woven as a super-plot to an ongoing adventure to find treasure and glory and the players may possibly never have a clue to the true powers of the item.

^ this sounds like a really fun campaign, Gavis. I don't have anything useful to add at the moment, but I've always wanted to run an interplanar war-themed game.
